The Palestinian Parliamentary Election held on 25 January is the second since 1996. The election was supposed to be in the year 2000 but suspended because of the second Al Aqsa Intifada. Fatah led by the late Yasser Arafat was also worried about its position in the Legislative Council, and how it might be overtaken by Hamas. In the Cairo Declaration of 17 March 2005, all Palestinian factions agreed to have the legislative election in July of that year. But it was postponed till January 2006. Many analysts attributed the delay to Fatah's desire to wait till the municipal results which many felt would enhance its support and enforce the Palestinian factions to extend the so-called "period of calm'' for the election. It provided insight into the reasons and consequences of the results and discussed the challenges that Hamas would certainly face after gaining the leadership of the Authority from Fatah. The workshop was attended by academics, politicians and experts. Click here to complete the file in word template Statistical Report Palestinian Municipal Elections In Their Three Stages Consequences of Political and Social Forces, and Implications for Next Polls Summary The report shows the results of the Palestinian municipal elections through three stages: December 2005, May 2005, and September 2005. It reaches different conclusions and outlines coming trends in the Palestinian municipal system of government. The results are crucial for analyzing the political, social, and democratic changes after each Palestinian municipal election, discussing the impact of the polls on Palestinian society, Israel, Arab countries and how they are seen internationally. The elections enrich the prospects of the political forces in Palestine, especially the Legislative Council, the Palestinian Authority and its executive organizations. The report reveals the Hamas and Fatah movements received between 70% and 80% of the vote, indicating their strong weight and presence in the Palestinian political arena. Both movements are seen as vital for creating and sustaining national unity and the polls may help Hamas and Fatah to reformulate their political, economic and social programs. The report concludes that the local elections shows that the democratic process is gaining greater momentum as evidenced by the wider social groups including women who participated widely in the vote. The results of the municipal elections consolidated the political force and legality of Hamas and Fatah. In studying voters’ tendencies they were more reliable than the presidential elections. The Fatah Movement won most of the municipal council seats in the villages while Hamas received more popular support in the cities. The report applied statistical techniques to show the results in special measurements which give the impression Hamas and Fatah really do have the mass support of the Palestinian people. They share this power in different proportions as per each indicator. Such proportions varied for both from 26% to 45%. Measurements included: Number of seats, the mean of the voters, majority in each council, and the relative weight of each council. The percentage of support for each of Hamas and Fatah was similar in three stages as mentioned above. The accumulated results for all three stages consolidated the same conclusions. The report indicated that the next elections for the rest of the municipalities may witness a shift in favor for Hamas more so than for Fatah as they will be held in Palestinian big cities where Hamas traditionally enjoys more popular support. The Palestinian Cause after Arafat The Palestinian cause after the death of President Yasser Arafat sheds light on the following subjects: 1. The main problem in Palestine is how to manage the political process in the Palestinian court since some still see the notion of resistance as a strategic option, while others consider it a tool to enhance negotiations. 2. The organizations of the Palestinian Authority, Palestinian Liberation Organization, and Fatah movement have exceeded their legal period and concepts, so they need to be revitalized. 3. Palestinian unity will not be achieved without bringing together the different factions by forming a "Higher Council for the Palestinian people", since unity is the only way to achieve national aims and critical change in the Palestinian household.
